The front of the tower is inscribed with the gilt characters "The Huaihai Campaign Martyrs Memorial Tower" written by Chairman Mao at the time. The gilt inscription on the pedestal of the tower records the historical process of the Huaihai Campaign and the heroic deeds of the masses who bravely supported the front. The tower was decided to be built by the State Council on April 4, 1959, laid the foundation on April 5, 1960, and completed and opened on October 1, 1965. The tower not only witnesses the tribute paid by the people of Xuzhou to the heroes of the Huaihai Campaign but also represents eternal commemoration to inspire future generations. The cloisters surrounding the corner pavilion at the bottom of the tower are engraved with inscriptions by party and state leaders and a list of more than 30,000 martyrs. There is a spacious platform and a 250-meter-long and 31-meter-wide staircase in front of the tower, while the central square of the garden has a diameter of 150 meters with towering mountains and long waters, which is awe-inspiring. From November 6, 1948 to January 10, 1949, the Chinese People's Liberation Army conducted the Huaihai Campaign in the vast area centered on Xuzhou.
