After the founding of the Ming Dynasty, Huai'an Prefecture was established in northern Jiangsu, which administrated Shanyang (now Huai'an City), Qinghe (now Huaiyin County, Qinghe District, and part of Qingpu District), Andong (now Lianshui), Yancheng, Taoyuan (now Siyang), Muyang, Haizhou (now Lianyungang City), Ganyu (now Pizhou City), Suqian, and Qiaoninxian counties, with Shanyang County being the capital. In the first year of the Hongwu reign (1368), the magistrate Fan Zhong established the prefecture government in the former farming and hunting headquarters of Huai'an Road, and repaired and renovated it for office use. Huai'an was a strategically important place for military affairs, and Zhu Yuanzhang set up four garrisons here (Huai'an, Dahe, Pizhou, and Kuanhe, with the last two later relocated), which were commanded by feudal lords and nobles.
