Introduction

After the establishment of Ming Dynasty, the Huai'an Prefecture was set up in the northern Jiangsu region, including 11 counties such as Shanyang, Qinghe, Andong, Yancheng, Taoyuan, Muyang, Haizhou, Ganyu, Suqian, and Qiaoning, with its capital located in Shanyang County. In 1368, after the governor Fan Zhong repaired the Huai'an Army Farming and Capturing General Bureau, it was established as the prefecture yamen and served as the government office. Huai'an was an important military stronghold, and Zhu Yuanzhang had set up four guards (Huai'an, Dahe, Pizhou, and Kuanhe, with the latter two later moved elsewhere), with several princes as the commanding officers.
