Can I bring down jackets when entering New Zealand for a Road trip on 11.20? Do I need to declare them at customs ?

Yes, no need to report. If you go to the South Island, you must bring it. It's very cold in the snow and glaciers.

I brought, voluntarily checked many items on the entry form, but my English is not good, prepared a declaration list in advance (a regular A4 paper electronic form, 4 pages long ~ medicines, food, gifts..., all in English and Chinese), handed it to the NZ immigration officer to inspect, without opening the box for inspection. I think, even if inspected, if there are any non-compliance, they will just be confiscated, but not subject to high fines.
