You can buy a phone card from a 3G company, top up 35 pounds, and then buy a package with a monthly wireless data limit and 500 minutes of calling. The data can also be shared with other phones.
Just finished Road trip in Scotland. The signals are very poor there. The WIFI we rented in China didn't have any signals either.
At the airport in the UK, you can buy phone cards to go online.
There is no signal in many places in the highlands. Download offline maps by yourself.
