Follow the agreement, it's better not to cross the island if you can't. If you really want to go, you can transfer to other means of transportation.

We just came back from a Road trip. We went to Phillip Island and Mornington Island, and also took a ferry in Mornington Island. Confirm which islands you can go to and which you cannot when you rent a car. I asked when I rented and it was confirmed that both Phillip Island and Mornington Island can be visited.
