UK fuel is extremely expensive, so a car is still the preferred choice. For those who have a lot of luggage, consider a station wagon. SUVs may not be the best choice for carrying luggage.

Actually it's fine. I rented an SUV, considering the luggage. Four people ended up with 2 28-inch suitcases, 1 26-inch suitcase, and 2 carry-on suitcases. Plus several bags. The roads in the UK starting with A or B are fine. The country roads are narrower and right-hand drive, so you get used to it.
