You won't get a car without a translation. The car dealership won't give you a car without it.
If you can rent a car without violating traffic regulations and without being checked by the police, avoiding these three points should be fine. Car rental requires all documents to be ready before picking up the car.
Can't rent a car even if there's an order. I rented a car from Herz in 2016 with a translation document. I lost my ID along the way and they wouldn't let me get the car back. One of my companions didn't drive but had a translation document, so they got the car in their name and drove it on the road. As long as you don't break the law and don't get caught by the police, it's okay to switch drivers. Now Herz provides free blank translation documents , but you need to provide your original domestic driver's license to get the car.
