The building was first constructed in 1899 and has undergone several renovations, ultimately completed in 1901. It was designed by Japanese architects Fukuda Tozo and Nomura Ichiro, later modified by Moriyma Matsunosuke. It is considered one of the most representative buildings of the Japanese colonial period in Taiwan and is regarded as Taiwan's most elegant Baroque-style residential architecture.
