It depends on your rental contract. Different companies and different models have different regulations.
Some car rental companies only allow cars to be driven within the province. If you go out of the province, the fee will be calculated based on the mileage.
Cross-regional return is much more expensive than within the same city
Some car rental companies have additional fees for inter-provincial rentals.
Return fees for inter-provincial returns vary. I was charged double the return fare when I went from Oslo, Norway to Tromso in 2009. Routes Company in Canada requires a permit for inter-provincial travel and has mileage restrictions, with a daily limit of no more than 200 kilometers, a 10-day limit of no more than 2,000 kilometers, and a 13-day (inclusive) limit of no more than 2,500 kilometers. Overages are charged at 50 Canadian cents per kilometer.
Just pay the fee for returning the car to a different location, regardless of whether it crosses provinces.
