After returning the car to Sixt in Belgrade and confirming that everything was correct, it seems that the 40 euros for the border fee were charged as a pre-authorization and then released. It's a bit like the pre-authorization process for hotel stays in China, where the amount is deducted when you check out. I didn't feel any pressure from the pre-authorization after returning to China.
