You can park at Cabo da Roca; it is not recommended to drive to Pena Palace as the mountain road is narrow and winding, making it difficult to drive. You can park in Sintra and take a tourist bus up. I took a train from Lisbon to Sintra, then transferred to a bus to Cabo da Roca, and from Cabo da Roca back to Sintra, then to Pena Palace and other attractions on the mountain. If time allows, you can stay overnight in Sintra.
