It's usually a paper payment slip. The 25 euros service fee from the car dealer is to provide your domestic address information to the police, and then the police will send it by ordinary mail to your domestic address, which will take 1-2 months to arrive. You just say you haven't received it, and let the car dealer ask the police to send an email to you with a PDF bar code. I can help you pay it in Spain.
