Can the combination of short-sleeved shirt + shirt + sweatshirt work in the tundra for a while ?

Not too afraid of coldness is okay. I didn't wear sweater in winter in Canada. A short-sleeved shirt plus an overcoat is enough. Temperatures above ten degrees. When the sun is out, I'm fine with just a short-sleeved shirt. My wife says she's cold wearing a down jacket! Tonight, it's 13 degrees in Toronto, with moderate rain. I walked my dog in the woods for an hour in a single shirt and didn't feel cold.

The wind is very very strong, you need down clothes.
