Is the carry-on luggage the kind that can be brought on the plane for free? It says online that there is a metal frame, and anything that can fit into the metal frame is allowed. It also needs to be placed under the seat, but a carry-on luggage definitely cannot fit under the seat.. ?

Ryanair is like this. If you buy priority boarding tickets, you can board first and take one cabin bag and a small backpack with you. All checked luggage is charged separately. If you don't buy priority tickets, you can only take one small backpack on board.

Checked luggage can be taken on board for free, it does not need to be placed under the feet, it can be placed in the suitcase. I am flying with Vueling, if you are flying with Ryanair, there will be prompts when you purchase tickets.
