There's usually no one to manage parking in Langkawi.
In Langkawi, you can usually just park on the side of the road, but be mindful of no parking signs. They will really give you a ticket. Just a heads up from someone who's been here . The fine for parking illegally is 30 MYR. I gave it to the rental company honestly when I returned the car. I don't know if you have to pay it or not, but just to be safe.
Ha ha , as soon as we mentioned parking tickets, we got one in Malacca, and we went to pay it seriously. The ticket said 30 Malaysian ringgit, but we could pay less.
