In Malaysia, renting a car from Hawk does not require a notarized driver's license, but it is uncertain for other companies. Also, I heard that if the police check the car, they do not recognize a simple translation, so it's safer to have a notarized document.
Regarding the notarized driver's license, I personally think it's best to get one. Actually, the car rental company only makes a copy of one page of the driver's license for their records, and I estimate that a translation might suffice. Although I haven't encountered a situation where it was necessary to provide it, I feel that a notarized document is more reliable, just in case.

I directly used my Hong Kong driver's license and the person at the car rental said it was no problem... and I was able to rent the car like that.
