Yes, although in many places you can pick up your car without being asked to show a notarized document, it doesn't mean it's reasonable. Just because you can get the car doesn't mean you can pass the inspection by Uncle JC. Notarizing is just a matter of less than 300, it's worth spending money for peace of mind, and having an English translation of the notarized document is useful in many European countries. In Europe, if there are no special requirements, it can be a one-time solution. Don't always say that the new driver's license has English on it and it's all good; the most important thing is to be safe and not let the inability to pick up the car ruin your travel mood.
