Paris usually does not provide free parking. Free parking on the street is said to be available in August and on weekends, but almost no empty parking spaces can be found, and it is basically the same in other cities. The hotels I stayed at in Dijon and Tours had their own courtyards, so free parking was available, but it was not common.
