Can a 5-year-old child sit on an booster cushion in southern France? Or do they have to have a large child seat ?

When we went to France at the age of 6, we sat on booster seats, not safety seats!
Generally, children under three years old must sit on a booster cushion. Children under 12 years old are not allowed to sit in the front seat. If the seat belt chokes, a booster cushion or (I plan to use other tools to lower the height of the seat belt. I won't know if it's possible until I try it over there) is needed.
According to the regulations in France and Germany, children under the age of 6 must use a car seat and cannot use a booster cushion. We were almost 6 last year, and the counter initially couldn't find a car seat, only a booster cushion. In the end, we were asked to go to another store to pick up the car seat.
