This is just a pre-authorization. The actual charge will be based on the amount you actually pump. Just take a closer look at the receipt.

I did it once without refueling because I planned to refuel nearby, but I missed all the gas stations, and then I returned the car basically on empty. But I still told them about the empty gas tank. They charged me 50 euros. I think it's okay. It would cost about the same to fill it up myself.
