What do people usually mean by "two-factor authentication"? Does it refer to obtaining a translated copy at the notary office and then getting it stamped at the foreign affairs office ?

First notarize the driver's license, then go to the consulate of the travel country for authentication.

Notarization is reliable, basically risk-free outside, but this thing has a relatively high cost... especially time cost
