I applied for a German visa, and the visa center said that I need to stay in Germany for the longest time. Is there such a regulation? Can't I stay longer in Austria or Switzerland ?

The principle of choosing which Schengen visa to apply for: 1. If there are multiple countries with the same length of stay in the itinerary, the first country of entry should be the visa application country. If this principle is violated, upon entry, the immigration officer may refuse entry and require the applicant to return to their original point of departure based on the reason that the itinerary does not match the purpose of the visa. I have seen this happen.

Apply for a Schengen visa. If you are visiting multiple countries, apply to the country where you will be staying for the longest time. If the length of stay in each country is the same, apply to the country where you will first enter.
