It seems like you don't have to pay the congestion charge at Euston Station. But it depends on where the rental car company is. I rented a car from Enterprise before, and after checking the address, it seemed to be in the charging area, so I cancelled the reservation and rented a car from somewhere else. Generally speaking, you don't have to pay the charge west of Hyde Park and north of the British Library. If you're not sure, you can ask the rental car company. Or just change the location.
