In my opinion, the Taroko Cross-Island Highway is a more challenging road than the Su'ao-Hualien Highway, but the experience is great. The most enjoyable part of my 8-day trip in Taiwan was the mountain road to Hehuanshan, followed by the Cross-Island Highway.
