There's an elevator around the corner. Go up, go to the passport controller, get the exit stamp, go through security, do what you need to do. It's too early to get the money back. Processing tax refunds for items in your carry-on luggage is much easier. After passing through passport control, go upstairs to an office where the staff are much friendlier. They will inspect the items and stamp the document, then go upstairs to a Global Taxfree or Global Refund window, show them the stamped tax refund form, and you can get your money. Note that usually it closes before 10 pm, so if it's too late, you won't be able to process the refund.
