First go to Butchart Gardens, then to Victoria city in the afternoon, and then back to Vancouver. Leave early in the morning and don't choose a weekend when there are more people and queuing for ferries.

It's suggested to join a one-day local tour to see the provincial parliament building and Butchart Gardens in Victoria, with guaranteed travel time. That place is very far away. I joined a tour group and the car drove from the city center at 7 am until it returned to the city center at 7 pm in the evening, without any traffic jams in between.
