Pattaya has a local market, where the prices are very reasonable. Many of the seafood in the seafood buffet are dead, except for the shrimp. I personally suggest buying them and having the restaurant cook them. I can't give you the location, but I can give you the name: Talat krom tidin Flea market.
Self-service doesn't have good quality. You get what you pay for. I went to Lanpo Seafood Market and had someone process the food for me. Then I rented a mat and sat on the ground to eat like the Thai people.
Walking Street Pattaya has many self-service seafood options.
