I think there should be no problem renting a car in Thailand. I got fined twice, and the police didn't even ask for my license. They just took my passport, wrote down the passport number, and collected the fine. They didn't even check if I had a license. The prepared translation documents were not used ?

The driver's license is for insurance. If you have a driver's license, the insurance company has no excuse to refuse to pay. In Thailand, some private small car rental companies don't care if you have a driver's license or not. If you don't have a driver's license, you will be fined 500 baht, which is the price of a motorcycle. I don't know how much a car will be fined.
