Maybe the browser is incompatible with the website. We had the same problem. Later, we paid by following the voice prompts on the phone.

Generally they will be deducted by the car rental company from your credit card. I haven't tried it myself. Last year when I drove in the US, I went through a toll road without paying and they handled it this way.
