Must I rent a car GPS for a Road trip in the western United States ?

You don't need a phone. The car itself has GPS.

If available, it's best to do so. If not, pre-download the map offline because the signal in many places is really bad.

Just download the map from Google. I've been to Yellowstone and the Grand Canyon without any problems. But it's best to bring a phone holder, preferably the kind that attaches to the front windshield with a suction cup. The phone holder I brought from China doesn't work in some cars.
