Can someone rent a Hertz car in Vancouver and return it in Edmonton? I selected a Hertz car (rented in Vancouver and returned in Edmonton, with an additional fee for returning the car to a different location), but the fee notes say "the airport construction fee and taxes for returning the car to a different location are not included, and the exact amount needs to be known when picking up the car at the store."
