Yes, it's possible, but there are a lot of people applying for visa on arrival. If you arrive in the early morning, I suggest getting a paper visa. I've been a few times and haven't encountered any cash checks. Just exchange enough Thai baht for the day, there are many exchange points in Bangkok. It's more cost-effective to exchange in the city than in your home country.
