The scope of Old Quebec is not very large, so there's no need to take the bus (and there isn't one anyway). Just wander around on foot. You can basically see the whole city in a day by just walking around in a hurry, but it's best to have two days to walk around slowly. I stayed in Quebec for three days and it was very comfortable.
