You can buy a local Taiwan phone card, which includes data and calling time. Or if you're a China Mobile user in China, you can download a "Worry-Free Travel" app and there's a package for Hong Kong, Macau, and Taiwan, which seems to be 10 RMB per day. I'm a senior member of China Mobile and get a data package every year, and mine seems to be a free 5-day data package. When international roaming is turned on, you can make and receive calls freely, but the fees are quite high.
