Can you please tell me if Capilano Suspension Bridge Park in Vancouver is part of a national park and is it free of charge ?

No, not free. Private.
Canada's National Park turns 150, National Parks are free. Vancouver's Capilano Suspension Bridge was pulled by the local indigenous people more than 100 years ago, and it is not free unless it is a national park. In fact, there is another bridge in North Vancouver, which is not inside the park and is also free. Just search online. It feels like it's about the same.
