Specifically, it depends. Traffic lights in Taiwan are divided into circular and arrow-indicated ones. For circular lights, you can turn left directly. But for arrow-indicated ones, you have to wait for the left turn signal to turn on before you can turn. As for right turns, it's similar to left turns. However, the right turn signal with arrow indication is usually on at the same time as the straight-ahead signal, so you can basically turn right when the straight-ahead signal is on.
