Do you mean that when driving in the United States, you have to stick your head out of the window when making a left turn, and there is such a regulation? Don't you have to stick your head out of the window when making a right turn ?

Ha ha, only giraffes can stick their heads out of the window when turning right; in my opinion, it is enough to have a quick head-turning movement when turning to avoid blind spots.
