Can someone please advise if you have been previously refused a visa to Canada, do you need to disclose this when applying for a visa to New Zealand ?

You must be honest.
Need to answer truthfully and state the reason. My mother was also refused a visa by Canada, but she was still able to get a visa for New Zealand.
