Can you guys tell me if I buy a ticket from Shanghai to Tokyo and another from Tokyo to Auckland, which are not connecting flights and I need to pick up my luggage in Tokyo, do I need to apply for another visa ?

Did you book it yourself? I booked it and also need to pick up the luggage and re-check in in Japan, but I don't need a Japanese visa. xc booked it and said it's not necessary.

To claim luggage means to exit the country. Without a visa, you definitely cannot exit the country.

If the connection looks at whether there is a direct agreement between your airlines; Air New Zealand doesn't seem to have a direct agreement with domestic airlines; if you buy separately, you definitely need a visa to enter and claim your luggage and re-check in.
