Everyone can wear shorts, skirts, and off-the-shoulder tops, but foreigners should not be too revealing. However, there is a small chapel inside the Sagrada Familia that specifically requires shorts to be below the knees and tops to not show shoulders, so many tourists cannot enter. We also did not go inside. Additionally, the Barcelona Cathedral also has a rule that prohibits entry with off-the-shoulder clothing, but they sell scarves for 2 euros at the entrance, so you can cover up and enter.
