Please advise: I am renting a car in Amsterdam, Netherlands, and returning it there, but will be traveling to Belgium, Luxembourg, and France in between. Do I need to pay a cross-border fee for renting a car in Europe, or do I just need to mention it when picking up the car ?

When placing an order, there is a cross-border item. Choose the country you want to go to. The car rental company will reply to you whether it is possible to go (usually for free). Be sure to write down as many countries as possible that you may go to, such as Germany and Luxembourg, to avoid insurance company troubles.
