Dutch gas stations are either self-service or pay after filling up. Just use a credit card with a chip. I don't remember there being tolls in the Netherlands, but there will be parking fees. Regardless of the amount, you can use a credit card to pay. We went to Giethoorn, The Hague, Rotterdam, and Amsterdam.
