Can I use international driving license for renting a car? Will it be illegal ?

Don't think too much. Since it's given to you, just use it.

My understanding is that when driving in Thailand, the standard should be to have an international driving permit or a notarized document from an authorized notary office. International translation documents and similar unofficial documents should not be recognized. It's just that there are some gray areas or places that people don't care about, and some places that are difficult to manage, so people can just operate like this.
