Can I use international driving license for renting a car? Will it be illegal ?

Don't think too much. Since it's given to you, just use it.
My concept is that the standard for driving in Thailand should be like this: according to the law, you should only have an international driving license or a notarization from a recognized notary office. The so-called international translation documents and similar unofficial items should not be recognized; it's just that there are some gray areas or spaces that are overlooked, and people can make do with this operation.
