I just went there in October, using a translation app. I didn't expect it to be useless at all. The beautiful lady at the rental car shop in Taiwan told me that if there is an accident, the police will give you a ticket, usually around 6000 New Taiwan dollars, they will not impound your car or detain you. If there is no accident, the police will not check your driver's license. I'm not sure if she was scaring me or not, but she told me to drive carefully. Anyway, I rented a car for 11 days and only had one parking violation ticket in Kenting, and the rest were fine. Just be careful when driving.
