The traffic here is heavy, but car vandalism is rampant in California itself. It's definitely not allowed in San Francisco. I've seen car vandalism with my own eyes at the Palace of Fine Arts, the Lombard Street, and Fisherman's Wharf.

The United States is very large, and every time you go somewhere it's different.
