permit holders only means only residents with parking permits are allowed to park. Vehicles without permits will be fined 50 pounds and may receive consecutive fines. This is similar to the parking permits in your neighborhood, usually circular in shape, with blue for residents and purple for temporary guests (at least in Manchester).
