The first thing to do when you have access to the internet in your local area is to download offline navigation, so you don't have to worry about not having the internet.

Google can't plan a route offline.

As long as the navigation is set up properly in areas with signals and not exited in the middle, it can still be used for navigation even in areas without signals. It doesn't matter if there are offline maps or not.
