Introduction

To commemorate the victory over the devastating floods in Harbin in 1957, the Flood Control Memorial Tower was built. At the time, the flood threatened the entire city, rising 0.58 meters higher than the flood peak in 1932. However, the people of Harbin, through their relentless efforts, ultimately triumphed over the flood. To commemorate this momentous occasion, the memorial tower was constructed in 1958. The Flood Control Memorial Tower consists of a cylindrical tower body and a semicircular corridor. The tower is 22.5 meters high and its base is made of stone blocks, symbolizing an indestructible embankment. In front of the tower base, there is a fountain, representing the happiness brought by the courageous and wise people of Harbin turning the river into a steady stream and solving problems with benefits. The two-tiered water pool below the tower base represents the highest water levels during the 1932 flood that submerged Harbin and during the 1957 flood that was ultimately defeated. The Roman-style corridor is composed of 20 columns and arches and is 7 meters tall, representing the invincible strength of the people of Harbin in the 20th century. The tower body is decorated with reliefs vividly depicting the scene of defeating the flood. The circular sculpture at the top of the tower is composed of images of workers, peasants, soldiers, and intellectuals, portraying the heroic image of victory over the flood.
