The black guy who inspected my car in France told me that a scratch is one that you can feel, and he was holding a strange ruler, something like a plastic caliper. He said that as long as the scratch is not longer than the caliper, it's fine. I estimated that the length of the caliper was about two centimeters. The black guy said that the cost of repairing the scratch was not expensive, but it seemed to be based on the number of scratches (unlike in China where we charge by the "block", and the price is the same for any number of scratches on a block).
